Councillor Augustinho Zucchi requested to take the case under review during this Wednesday’s (March 11) session of the Paraná State Court of Accounts (TCE-PR) and once again postponed the decision on the privatization of Celepar (Paraná Information and Communication Technology Company). He will have a period of 30 days to present his vote.

As the rapporteur for the proceedings on Celepar’s privatization, Councillor Durval Amaral was set to put to a vote his decision authorizing the privatization process. In January, Amaral revoked the preliminary injunction granted by substitute councillor Lívio Sotero Costa in September of last year, which was endorsed in December by the TCE plenary. Even before Durval Amaral finished his remarks, Augustinho Zucchi announced he would request a review.

Councillor Fernando Guimarães had already asked for more time to evaluate the cases in early February.

The two proceedings on the privatization are under Durval Amaral’s rapporteurship and have not yet been concluded. The uncertainty is one of the factors that led Supreme Federal Court (STF) Justice Flávio Dino to suspend the Celepar auction, scheduled for the 17th of this month by the government of Ratinho Júnior (PSD). Dino is the rapporteur for the Direct Action of Unconstitutionality (ADI) filed by PT and PSOL against State Law 22.188, which authorizes the privatization.

The partial injunction granted by Flávio Dino began to be analyzed on March 6, but Justice Cristiano Zanin requested a review and has a period of 90 days to present his vote.

Another factor that led Flávio Dino to suspend the auction was the lack of guarantees regarding the handling of data in the public security area. After the suspension of the auction, the Paraná government sent the Paraná Legislative Assembly (Alep) a bill to amend Law 22.188. After rejecting the amendments presented by the opposition, government allies approved the bill in last Tuesday’s session (March 1).
