The entry salary in Paraná’s state education network is the third lowest in the country, only behind the amounts paid in Minas Gerais and Rio de Janeiro. The starting salary of a teacher in Paraná is R$ 4.920,55 (see the full list below), ahead of only Minas Gerais (R$ 4.867,97) and Rio de Janeiro (R$ 4.867,77). Mato Grosso do Sul appears in first place, with a salary of R$ 13.007,12, followed by Maranhã0 (R$ 8.452,03) and Pará (R$ 8.289,86).
Teachers in Paraná’s state education network fell behind because the government of Ratinho Jr (PSD) chose to restructure public careers instead of granting inflation adjustment on the base date or real increases. The careers of health workers, the Military Police, and firefighters, for example, have already been restructured, but the teaching profession was left out.
According to APP-Sindicato, wage losses reach 47% due to the lack of full inflation adjustment and the noncompliance with career laws. The lag has been accumulating since 2016. Last year, the government granted teachers a fixed adjustment (R$ 250 for a 20-hour weekly workload and R$ 500 for 4o hours), which ended up compressing the salaries of those who earn more.
While the starting salary in the state education network is R$ 4,9 thousand and a professional can reach the end of the career earning R$ 11,7 thousand, other state employees with higher education have a starting salary of R$ 7,6 thousand for a 40h weekly workload and remuneration can reach R$ 16,1 thousand at the end of the career.
New proposal
A working group composed of APP-Sindicato, the State Department of Education (Seed), the Finance Secretariat (Sefa), and the Administration and Pension Secretariat (Seap) prepared a proposal to align teachers’ salaries with those of other public servants. The study will be analyzed by the government, which may send a bill to the Legislative Assembly of Paraná (Alep).
To take effect, the law needs to be sanctioned by April 4, due to this year’s electoral deadlines. "The government has already changed 19 careers; now ours is missing," said APP-Sindicato president Walkiria Mazeto. "The goal is to equalize our salaries with those of other public servants with the same level of education. The proposal changes the career, but also changes salaries, to bring starting and final salaries closer."
According to Walkiria, even with the help of technicians from the three state secretariats in its preparation, the proposal is in line with the government’s budgetary capacity. "The proposal was built in consensus with secretariat technicians; it is feasible to implement. If the State wanted to apply the proposal today, it is within the parameters."
